Daily Compliance Brief — DOJ Sentences Former Bank CEO in Sanctions Evasion Case

September 21, 2026

Signal

The U.S. Department of Justice (DOJ) sentenced former Nodus International Bank CEO Tomás Niembro Concha to 112 months in prison on September 21, 2026. According to a U.S. Department of Justice press release, the sentence followed his conviction for a wire fraud conspiracy and a scheme to evade U.S. sanctions against a designated Venezuelan individual.

The DOJ stated that Niembro fraudulently obtained at least $24.9 million from Nodus Bank and was ordered to forfeit more than $16.9 million. The case combines misuse of senior banking authority with sanctions evasion and financial fraud.

Why it matters

Banks should review controls addressing senior management access to customer and institutional funds, particularly where authority over transactions can create opportunities for fraud or sanctions circumvention.

Sanctions compliance frameworks should also connect transaction controls, escalation mechanisms, and management oversight where executives or other insiders can influence payment activity involving sanctioned parties.
