Daily Compliance Brief — FinCEN Broadens Iran-Related Illicit Finance Reporting Channels
September 11, 2026
Signal
The U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) issued a whistleblower bulletin on September 10, 2026, addressing illicit finance linked to Iran. According to the FinCEN bulletin, the agency is seeking information on potential Bank Secrecy Act and sanctions violations involving Iranian proxies and facilitators operating outside Iran.
The bulletin supports Treasury’s Operation Economic Outcast and states that information may concern foreign companies, financial institutions, and other entities facilitating Iranian activities in violation of U.S. BSA or sanctions requirements. FinCEN also noted that eligible individuals providing information voluntarily may qualify for whistleblower awards.
The development extends the operational focus beyond activity occurring directly in Iran and toward external facilitators, intermediaries, and financial channels that may support Iranian commerce or sanctions evasion.
Why it matters
Risk functions should reassess exposure to counterparties and payment activity involving Iranian-linked businesses, intermediaries, and jurisdictions where proxy or facilitator relationships may not be immediately apparent.
Transaction monitoring and investigations should consider whether existing escalation processes can identify indirect Iran-related activity and connect separate BSA and sanctions indicators across customer relationships and payment flows.
