The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned Xinbi Guarantee and two supporting entities on September 9, 2026, targeting a transnational criminal organization linked to cyber scams, fraud, and money laundering. According to the U.S. Treasury press release, Xinbi operates an illicit online marketplace connecting scam operators with financial, technology, and other services.

The Treasury assessment states that Xinbi’s marketplace has processed the equivalent of more than $24 billion in digital assets and fiat currency since around 2022. OFAC also identified the use of SafeW, an encrypted messaging platform, and XinbiPay, a cryptocurrency payment and digital wallet application, as infrastructure supporting the organization’s operations.

Financial institutions and virtual asset businesses should assess exposure to the designated entities, related ownership structures, and counterparties connected to digital asset services or Southeast Asian payment networks.

Transaction monitoring and sanctions controls should account for links between cyber fraud, illicit marketplaces, virtual assets, and money laundering facilitators, particularly where activity involves newly designated entities or indirect counterparties.
